What You Need
The IBC Tote
An IBC (Intermediate Bulk Container) tote holds 275 gallons and can be found used for $75-$150 at food processing facilities, farms, and online marketplaces like Craigslist or Facebook Marketplace. The food-grade ones (previously held food products, not chemicals) are what you want. Avoid totes that held chemicals or industrial products.
You cut the top section off at about 12 inches deep and that becomes your grow bed. The bottom 200+ gallons becomes your fish tank.

Build Time
One weekend. Most of the time is spent cutting the tote (a jigsaw makes this easy), installing the bulkhead fittings, and building the bell siphon. The electrical work is minimal – just plug in the pump and the air pump.
